Fishing for an Adaptive Governance Framework

چکیده

Adaptive governance is a concept of growing interest in the environmental policy and management literature (e.g., see Brunner and Steelman et al. 2005; Olsson et al. 2006; Scholz and Stiftel 2005). In general, adaptive governance refers to institutional change processes that are responsive to emerging problems or knowledge surrounding complex ecological systems. While some studies have provided evidence of the benefi ts of adaptive governance and considered the institutional design features that might support adaptation, few have sought to explain the variance or patterns that emerge as adaptive governance processes unfold. D. G. Webster’s book, Adaptive Governance: Th e Dynamics of Atlantic Fisheries Management, helps fi ll this void through its analysis of changes in fi sheries management policies under an international regime.

Emergence of Global Adaptive Governance for Stewardship of Regional Marine Resources

Overfishing has historically caused widespread stock collapses in the Southern Ocean. Until recently, illegal, unreported, and unregulated (IUU) fishing threatened to result in the collapse of some of the few remaining valuable fish stocks in the region and vulnerable seabird populations. Currently, this unsustainable fishing has been reduced to less than 10% of former levels. We describe and a...

In this study of the multi-species fishery of Barrington, Nova Scotia, I examine how fish harvesters have responded to warming water temperatures and declining w...

Duty of stewardship and fisheries governance: a proposed framework

Fisheries often fall prey to overfishing and the exhaustion of stock. Fishing governance is an ongoing attempt to prevent such an outcome. Over time, fisheries regulation has generally moved from controls on inputs to controls on output, such as catch limits and Individual Transferable Quotas. Individual Transferable Quotas have reduced overcapitalization, and have in some cases allowed stocks ...
